I'm a newbie. I've just heard of SEO . And that plug ins are available. I'm not too sure I understand the concept. Please explain how it works. Are plug ins downloadable for free? How do i install them?

Plugins cannot be used at wordpress.COM for security reasons. Plugins are for self-hosted wordpress sites using the software from wordpress.ORG.
The difference between wordpress.com and wordpress.org (self-hosted) sites.
SEO plugins would never give you the SEO and the exposure that wordpress.com will right out of the box. If you are wanting to increase traffic, take a look at the following links.

There is an advertising program called WordAds and aside from it no blogger initated advertising is allowed at WordPress.com. Specifically no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.COM blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by wordpress.COM. If you do require an ecommerce site, advertising and/or affiliate links you can hire a web host and get a free software install from http://wordpress.org
