   Is it possible to set custom header image by choosing the already uploaded image in media library?

   I don't think so unless something has changed in the last few days - I have seen a few threads about this and this is an irritant about the WordPress software - the Header image needs to be uploaded from your PC.

   Another hint is to make sure the image is the exact size required for the header to avoid cropping or scaling inside WordPress, there have been image quality problems reported.
