If I transfer my notyethere blog from WP.com to .org, do I need to buy the redirect for the .com or is it automatically forwarded?

If you want http://notyethere.wordpress.com to automatically forward to another domain where your self-hosted site will be, the Site Redirect upgrade will accomplish that. Just let me know if you have any questions.
