The "Skeptical" theme claims custom header support in all of these places:
http://theme.wordpress.com/themes/Skeptical/
http://theme.wordpress.com/themes/features/custom-header/
http://en.support.wordpress.com/themes/custom-header-image/
Yet no Appearance -> Header menu shows up as it does for other themes. Does this theme not actually support custom header? If it does, how can I set it?

The option has appeared now. Looks like this was a temporary wordpress.com bug.
