I have set the homepage as "static" and the blog page as the "post" as per Settings > Reading. But, when I do that, it displays the static page twice: once on the homepage and once where the blog page should be. I am designing using the Starkers HTML5 base.

This site: http://writerscott.wordpress.com/ is showing the blog page as the home/front page. What is the site you are referring to, starting with http:// to make it clickable.
I have a feeling that you may be referring to a standalone WordPress install. If so, then you will have to seek help at the correct support forum, which is http://wordpress.org/support/
