My advice is:
(1) Become familiar with the support documentation and use of the search box here > http://en.support.wordpress.com That searchbox returns results not only from support documents but also from forum threads.(2) Use the step-by-step tutorial provided by Staff to learn how to blog on wordpress.com software. The Learn WordPress.com tutorial is divided into progressive levels and presented as a series > http://learn.wordpress.com/
(3) Focus on content creation and on leaving comments on other blogs with similar content to your own and create relationships with the bloggers who keep them.

Like timethief said, definitely check out the Learn WordPress.com tutorial! It's called "From Zero To Hero" or something to that effect and it walks you through the details of creating and customizing your blog.
