@centerformigrantadvocacy: hi there, sorry for the response delay. So, if I understand correctly, you want to have two versions of your blog, one in English and one in Tagalog? You can achieve this by either creating a second blog and linking the two blogs (and publishing content on them in parallel), or by using two categories on your blog, "English" and "Tagalog".
As for letting users translate your content, there is not a built-in tool to "crowdsource" this. You can however add multiple users to your blog with different authoring roles, if you want more people to be able to post on your blog.
