On my blog the tagcloud used to be a real "cloud". But after I added some extra tags the clouds becomes a "list". See http://www.vanmook.net to see what I mean!! The site is Dutch, but I think you'll get an idea of what I mean...
Is this normal behaviour?

You're in the wrong place for that blog. Self-hosted blogs are supported at wordpress.org. This is wp.com and we use very different software.
