The site description/tagline is controlled by #header p in your CSS.
CSS is theme specific and although in many WordPress.com themes there is some standardization, this theme didn't get that standardization. In general, you should always assume that the CSS for each theme is different since the bulk of the CSS will be different from theme to theme.
