Hi. Some themes don't show a tagline actually. It's the case for your theme (Rubric):

However, I think that I've seen the tagline appear on RSS feeds, regardless of the theme.

Tip - Creating a wordy and lenghty tagline is not to your advantage. If you create one that does not exceed 67 characters including spaces then odds are that's what Google will display. More tips > http://onecoolsitebloggingtips.com/2009/06/22/creating-an-effective-blog-tagline/
