Searches do not include tags and categories.
If you want searches to be more exact, blog more. Your infrequency means that searches are inexact at best.

So, if I'm understanding you correctly, the statement below only applies if you blog very frequently? A blog like mine will not be listed in the global tag listing because of the infrequency of my posts?

Your posts will appear in the global tag listings of any tags or categories you use. Therefore, assigning tags and categories to your post increases the chance that other WordPress.com users will see your content."
