Hi i wanted to change my site and i wanted to tell my users. Like if you go to a site and the site says "www.websiteaddress.com is temporarily down for changes." How do i do that? (My websites are funnyweezie.wordpress.com and theapplepeel.wordpress.com)

If you don't understand the difference, you may find this information helpful.
It cannot be done here at wordpress.COM. If you set it to private, your visitors will presented with a login screen like you get when you log in.
...you could put up a static page with the information on it. If you're abandoning one site for another just set all the posts from the one you're leaving to draft or private, then go into Dashboard > Settings > Reading Settings > 'Front Page displays' and select the page with the change of address information to be your front page.
