The basics are free, but there are optional add-ons. Just disregard the sales pitch screen if you don't want the domain.

Blogging at your WordPress.com address, i.e. yoursite.wordpress.com is always free.
If you want to buy a domain name or connect your wordpress.com site to an existing domain name you own, i.e. yoursite.com, is an upgrade. Add privacy to purchasing a domain name and it's an additional charge.
You'd have to pay these charges even if you purchased your domain name and privacy from a domain registrar.
