Hi. I tagged this thread so that it's moved to the "themes" forum, but in the meantime, I suggest you read this stick post from the "themes" forum and provide the missing information.

That is true. You cannot install your own themes. Themes found outside of wordpress.com are for self-hosted wordpress site using the software from wordpress.ORG.
If you have CSS editing experience, you can do quite a lot with the themes here and for those adventurous souls with a good bit of experience there are the toolbox and sandbox themes that are virtually a blank canvas.
