I need a theme that has both pages and categories at the top under the header.. Or, is this something I can add myself? I have a band and I want each group to be able to hit a category button and just get instructional videos for them.. But I also want a page for each group so people can go to the page and learn about that specific group..
Are there any free themes that have pages and categories under the header?

There are a few themes with two top navigation menus.
5. Enterprise, Motion and Titan have two sets of header tabs: pages and categories. In Motion, category tabs can be deactivated; in Titan, category and/or page tabs can be deactivated (under Appearance > Theme options).

Or you could just make a custom menu to include links to pages and links to category/archive pages:
