   Is CSS needed to use some of the free wordpress themes that are not covered in under the Presentation toolbar?

   You can't do it even then.

   What you can do with CSS is alter the LOOK ONLY of existing themes from that selection under Presentation. You might be able to make one with functionality similar to your ideal theme look something like it, but you'd basically be doing it from scratch. Might as well design something completely new.

   Ususually we recommend the sandbox theme as that's pretty much empty when looking at the css.
