  1. I tried to follow the instruction (text and video) for a static home page ("add new") but the "publish" command doesn't show up on the screen, so the page is stuck as a "draft." I can't publish it.
    I went to "Settings>reading" to create a static page. The box with radio buttons didn't show up
    on my screen.
    All I want to do is have a top navigation bar that corresponds to my categories...
    Can anyone help?

    You didn't post the URL for the blog in question so we cannot see it. Seeing it would be helpful as we would then know what theme you are using and we could confirm whether or not it's actually a wordpress.com blog, as opposed to a wordpress.org blog.

    Assuming you do have a wordpress.conm blog there are three themes that do have optional features. In those themes one can choose to display categories across the horizontal menu where static Pages for content that rarely, if ever, changes is usually displayed. Those themes are found here > Appearance > Themes in a wordpress.com blog. The themes with this option are INove, Monochrome and Motion.
