I am the new volleyball coach at Franklin HS in Seattle. The school's website contains a link to a site named http://www.fhsvball.wordpress.com/ The wordpress site reflects that the site is no longer available. Is it possible to assume that site and/or name?
The blog I need help with is quakersvolleyball.wordpress.com.
Unless you own ie. registered the matching username account the answer is "no".
When we register a username account the matching blog is "reserved" for our future use and there is no expiration date. Usernames can be turned into blog addresses, but blog addresses cannot be turned into usernames. For most usernames and blog addresses are the same. That reserved blog cannot be obtained by anyone other than the person who has registered the matching username.
There is no expiration date on blogs unused or otherwise. In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

The name is not available - once a blog name is deleted it can't be used again by anyone - you will need to find a different name if you want to use WordPress.COM
