In the Twitter widget I want to restrict it to a single hashtag
The blog I need help with is: (visible only to logged in users)

You can’t do that with the Twitter widget, which is designed to show all your tweets. You CAN do that with the RSS widget, though. Just put in the feed address for the twitter hashtag.

I have tried putting https://twitter.com/search?q=%23cmscu into the RSS feed URL, but I get:RSS Error: A feed could not be found at https://twitter.com/search?q=%23cmscu. A feed with an invalid mime type may fall victim to this error, or SimplePie was unable to auto-discover it.. Use force_feed() if you are certain this URL is a real feed.
I have tried force_feed(https://twitter.com/search?q=%23cmscu) and force_feed(‘https://twitter.com/search?q=%23cmscu’) and force_feed(https://twitter.com/search?q=#cmscu) without success.
Any more help?

Those are not feeds, those are plain old URLs. You need to get the FEED address for the Twitter search. I’m not sure if it’s as simple as https://twitter.com/search?q=%23cmscu/feed but you can often run something through Feedburner and get a useable feed.
