Unable to crop header image

    I can't crop an image for a header, i have tried uploading the image again, and deleting my browsing history but everytime i select the image and click set as header it displays the image and the crop and publish button but no way to actually crop the image or select which part of the image to use. If i click crop and publish it just selects the middle and is scaled all wrong. i have also tried editing image but the crop tool is greyd out. Am i missing a step here or is there a reason for this?

    The custom header image dimensions are 960 by 270 (width, height). I would create images of the exact size required first offline and upload then here > Appearance > Header That way I there would be no loss of image quality and I would not be wasting my storage space for uploads.
