Why the accounts established many years ago and without posts aren't deleted to free those domains?

Because WP doesn't delete blogs (unless they violate the TOS) and doesn't recycle names.

If having a specific URL is important to you, then you will purchase a domain name ie. a domain mapping upgrade, then it will not matter what the underlying .wordpress.com subdomain URL is.
