I am confused.
What are the differences, advantages and disadvantages, still using my old blog at wordpress.com and upgrade it by mapping into new domain without 'wordpress', or, move all contents via reblog to my other self-hosted wordpress.org blog?

What is it that you want to do? An advantage for one person may not be so for another. Consider: "One man's trash is another one's treasure." Your question involves decisions only you can make. If you can explain, then perhaps we could advise.

I wish have some flexibility in .com blog, particularly the CSS in custom design. Pay $30 to upgrade is fine. Unfortunately this feature is not available, WordPress.com is offering a 'bundle' instead with features-rich I don't need for the time being. (Surely later, yes.)
The CSS feature is to support demos described in the tutorials. I choose 'Sight' as theme because CSS was working very well. Now it's gone. The sad thing is, most contents published regularly every 3 days rely heavily on CSS, are ruined. I need to restore all contents for not to lose my visitors.
So I am now facing a split decision, moving into .org blog or take the rather 'costly' bundle to get the CSS only needed feature back.
Your suggestion is important and is very much appreciated.
I don't have a custom design upgrade, but this support document was updated in September of this year and seems to be available still:

The Custom Design upgrade replaces the Custom CSS and Typekit fonts upgrades.
I am with you, tried clicked the $30 option and it was replaced by the bundle ($99). Please have a look at the screen shot:

I didn't see any other buttons to click on, am I missing something?
Have you tried removing the bundle from your cart, then adding the $30 upgrade?
Yes, I did it! Click the 'Remove from Cart' and voila. Now I can shop the 'Custom Design' package only ($30). My mistake not clicking this button, afraid of loosing the contents (and visitors).
