I was trying to upload a video, there was an error. I'm doing this blog mainly for my students & maybe for Teachers & Writers. Do I have to pay for the service. I'm a Teacher, so funds are low, since we spend so much money in the classroom= Budget Cuts. Do Teachers get a discount? How do I upload a video?

These are the video embeds that WordPress.com supports for all of our blogs - no upgrade required. http://en.support.wordpress.com/videos/
See here for the videopress upgrade which allows you to upload videos from your computer for hosting and playback directly within your blog.
http://en.support.wordpress.com/videopress/ But note that if you upload your own videos to youtube or fileden, etc. that you don't need to purchase the upgrade. Lastly, there is no discount or coupon of any kind for any upgrades here.
P.S. Have you checked out the edublogs site? The site runs on the same software we do wpMU (wordpress multiuser). The site is specifically set up for teachers and students. All edublogs are are advertising free, whereas our blogs here ate WordPress.com are not ad-free unless we buy an annually renewable No-Ads upgrade.
