yes I've already seen but thems the header contains just fix not the slider if you can help me to find a theme that brings out this website http://www.decidassur.com

You can view our list of themes with a post slider here: http://theme.wordpress.com
To search the Theme Showcase, click on "Find a Theme", then "Features", and check "Post Slider". Our available themes usually have the navigation menu either above or to the side of the slider. Depending on the theme, that could possibly be changed with some Custom CSS as part of the Custom Design upgrade.

The site that you reference is not built on WordPress. Why not start with a WordPress.com theme, e.g. Hero, that has a post slider and a navigation menu above it, and see how that works for you? And then once you have some content up, you can look into customizing it.
