Users have to be Blog's owners as well?

    1) TO BE User and/or Author in everyone's others Blog, it is mandatory to be part of wordpress.com community and HAVE an one own blog?

    2) May i sign into wordpress.com community BUT dont open up any Blog on my own?

    1.) Yes, they have to sign up at WP.com. They will get a blog but they don't have to use it.

    2.) See above.
