Im not sure of the 35 limited users versus paying for the unlimited.
What exactly is a "user"?
I assume that this is different from a person coming to the site just to read the blog?

The blog I need help with is theuserexperience.wordpress.com.
That upgrade is only applicable to private blogs - http://support.wordpress.com/settings/privacy-settings/ - where you have to add specific users to the access list.
If you plan on keeping your blog public, this option is not of any concern. You can have as many readers as you like come and visit you blog.
