I'd really like to use a domain that ends in .wordpress.com, but it is currently taken. The person using it has not made any updates at all, and has not used the account since 2008. I left a comment on the blog asking him/her to contact me if they'd be willing to cancel their account, but if I don't hear from them, is there anyway that WordPress can force the account closed, freeing up the domain?

Deleted blog URLs are not recycled. There is a process to transfer a blog to another username account provided the original woner wishes to do that. See here please > http://en.forums.wordpress.com/topic/release-old-blog-addresses?replies=8
