With some themes, using a standard link in the title of a page (with your desired text as the anchor) will do what you'd like. I don't know if your theme will do it, but it's worth a try.

I just tried this in my test blog using Sandbox 10 (no CSS changes—I know 0 about CSS), and it worked fine. Here are details about how to do it:
