I want to be able to embed iframes, ie, google fusion maps. There's a plugin for it. Where/how do I pay for this upgrade, to be able to run plugins?

iframe and other code is not allowed here - it is a security issue, same for Plug-in's not allowed -
No. There are no such "upgrades". WordPress.com and WordPress.org run on different software. No amount of money can change the fact that WordPress.com is a multuser blogging platform where restriction do apply for security reasons. There is no FTP access and we cannot upload individual plugins.
If those are your requirements then hire a web host and set up a free software install from WordPress.ORG. http://support.wordpress.com/com-vs-org/

Thanks yall. I have a website hosted by GoDaddy. Can I somehow graft WordPress.org onto that?
