I just signed up for the ($99 upgrade and I'm interested in creating a personal website/resume site for my son. I'm not sure where to start a website, it keeps talking about blogs?

Ah .. semantics. A blog is a type of website that shows that newest content at the top of the page. A blog can also be one part of a website with multiple pages. On WordPress.com, you can easily add pages and other goodies to your blog in seconds.
