I am so new to this that many of the tech buzz words are a foreign language to me - too many to look up every single one. I know how I want the blog/website to appear and what I'd like included. How can I get an experienced human to help me with this? What professional title do I seek and does WordPress have any resources or referrals to offer?

The only themes we can use on free hosted WordPress.com blogs are found here > Appearance > Themes and there are 200 of them

To use a third party theme you will have to hire a web host and set up a self hosted WordPress.org install.
If you have CSS editing skills and purchase an annually renewable custom design upgrade you can make some appearance and font changes, but you cannot edit the template change how any theme functions.
