I really like the way this site works. I'm making my own portfolio site and want it to be similar to this site. I've tried those "what theme is this" websites but apparently it is not a wordpress site.

That is a custom site. There are a number of portfolio themes here and you can use the filters in the themes page to search for portfolio or photography type subjects.
Go to http://theme.wordpress.com and click on the "find themes" button at upper left. Click on the "subject" selection and then click photography and portfolio to get all the themes here that fit into that category.
