    Where I can find the permalink settings in the last WP Version?

    The blog I need help with is dburodesignblog.wordpress.com.

    I am a new user and I am trying to find this option in order to use a custom structure.

    If you are talking about the site linked to your username, http://dburodesignblog.wordpress.com/ , we cannot change the permalink structure at wordpress.COM. That is only available to self-hosted wordpress sites hosted on third-party hosting services such as godaddy, bluehost, etc., and using the software from wordpress.ORG.
