Where is my appearance editor?

I am trying to edit php files for my blog, and from what I've read in the WordPress support section and the Internet at large, I can do this by going to Appearance > Editor in the admin sidebar. But, Editor does not appear as an option under Appearance.

    What am I doing wrong?

The blog I need help with is ruthinrussia.wordpress.com.

  2. What am I doing wrong?

reading the wrong instructions - those are for a WordPress.ORG install - here at WordPress.COM you can't change the code - security and reliability issues -

For more on the difference: http://support.wordpress.com/com-vs-org/

  3. You cannot edit the php at a WordPress.com blog; you're reading instructions relating to wordpress.ORG blogs, which are quite different. Here you can't edit the php at all, and you can only edit the CSS if you have the custom design upgrade.
