Where is the Plugin menu?

I feel incredibly stupid for asking this but I cannot find the Plugin menu. It's just not there. Do I need to activate it? I know what it's meant to look like and where it's meant to be because I've worked on a wordpress site (not mine) where I could see it - and it was very useful!

I've searched multiple forums but can't seem to find anyone with this problem.

The blog I need help with is sonsandmothersdev.wordpress.com.

  2. There is not FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. Those found on the internet are for WordPress.ORG installs which run on different software.

There is no upgrade that you can purchase from WordPress.com that provides FTP access, the ability to install plugins, and access to the php underlying our blogs to templates or themes on free hosted WordPress.com blogs.
