I am trying to move my blog from WordPress.com to Bluehost. I clicked on export to generate a file, went to my BH site and clicked on import. I get a message that says...

File is empty. Please upload something more substantial. This error could also be caused by uploads being disabled in your php.ini or by post_max_size being defined as smaller than upload_max_filesize in php.ini.
Which place is at fault? WP.com? WP.org or BH? Which one do I go to for help?
