What is the URL starting with http:// of the blog in question?
All widgets are installed here > Apperance > Widgets
Have you followed this guide to create a blogroll http://en.support.wordpress.com/blogroll/add-a-blogroll-link/ and then insatalled the links widget to display the links you entered into the Links section of your dashboard? http://en.support.wordpress.com/widgets/links-widget/
