My dashboard has just take 1m46s to load and frequently takes a minute or more after publishing a post or arriving fresh at WordPress. What can I do to improve this when I'm on a 20Meg connection and two minutes ago Speedtest.net showed I was receiving more than 13Mbps?

It means that at this point in time you don't have an ISP issue or proxy server issue.
