I've experienced this issue before. Can't recall how it was resolved. Presently, I cannot add any new link categories on my blog? When I add a link it must go to the default "Uncategorized" link. And after its been categorized as "uncategorized" it cannot be changed to a new category.
Is there a category limit which I might have reached?
