   Why don't I have access to “Image Gallery Carousel” in my Media settings on Dashboard, there is no entry there, just has 'Library and Add New'?

   Alas, all the above doesn't help with my original question....I don't have the setting 'Image Gallery Carousel' ????

   You are looking in the wrong place.

   Dashboard>Settings>Media>Image Gallery Carousel is where you should be looking. It is the default viewer anyway so you shouldn't need to "set" it, and it indeed is enabled on the site linked to above.
