spiritualspectraI'm using a theme that does allow for the parent page option because I have it in another blog. However, in my new blog the parent page option doesn't display. The new blog was built under the same account of an existing blog. Could that be the problem and if so is it fixable?

In your dashboard, the Screen Options pull down tab is located in the upper right corner of your Dashboard (under the admin bar). The module listing changes depending on the screen you're viewing. http://en.support.wordpress.com/screen-options/
You need to include the Pages Modules:
