Will I be able to upload a theme if I purchase Custom CSS?

I found a theme that I would like to use. To install, I am instructed to:
1. Upload the theme file to your server at “/wp-content/themes/” folder.
2. Activate the theme. (Admin Panel -> Presentation -> Themes)My question is will I be able to do this if I purchase Custom CSS?

No, you won’t be, but I’m not too sure you’re at the right place. Do you have wordpress installed on your own server or does your blog have NAME.wordpress.com in it?

I’m at the right place – I am looking into starting a blog hosted by wordpress.com. I want to use my preferred theme and am aware all CSS changes require a purchase of Custom CSS for $15/year. This would be a good deal for me instead of paying another host $6.95/month.
I’ve heard some conflicting things. On another thread that with a similar question, someone replied you can cut and paste the CSS code. There are multiple php files and am wondering if this is going to work or not.

No. The CSS Upgrade is CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content.So, that answers it. Thanks users of WordPress.com and goodbye wordpress.com as a host!
