Yes that's what domain mapping does. WordPress.com is a TLD = top level domain. All our blogs here are on sub-domains. What domain mapping does is map the URLs in the root WordPress.com blog on the .wordpress.com sub-domain to a domain. To comprehend more please read this domain mapping entry.
