   There are two ways in which you could say WordPress 2.3 is available for free accounts:
   1. WordPress 2.3 is the current release of the WordPress code. It is available for download from wordpress.org, at no charge.
   2. WordPress.com provides hosting as well as software. The code currently running here consists mainly of WordPress 2.3 code. But if you want the 2.3, the whole 2.3, and nothing but the 2.3, this is not the site for you.
