Wordpress Plugins Directory - Where is it?

    I really do know that I am thick - so, please bear with me!
    I saw a nice clock at http://www.opensourceinitiative. net with an explanation as to how to put it on a WordPress blog. The instructions state '.....the wordpress plugins directory.'
    Can somebody please tell me how/where I can find this 'directory'?
    Must confess the obvious - I know nothing about plugins, whatever they may be!!!

    The blog I need help with is dickiebo.wordpress.com.

    You do not have "plug-ins" on your wordpress.COM blog.

    Plugins are for self hosted sites and blogs using WordPress.ORG (an open source site builder).
