XML tag to determine when a post has been last edited

    Is the meta data section:

    <wp:postmeta>
    <wp:meta_key>_edit_last</wp:meta_key>
    <wp:meta_value><![CDATA[4720350]]></wp:meta_value>

    the definitive way to determine the last edit date of a post?

    If so..
    a) is it guaranteed to be present?
    b) what is the meaning of the CDATA block? How do I decode it
