I'd like to use webmaster tools fro ruussian search engine yandex.ru
I need to place meta tag in my site's main page or to place cpecial named file in site's root directory. Is it possoble in wordpress.com& how to do this?

I have never heard of this search engine and do not know that answer to your question. What I do know is that we cannot access root directory files here at wordpress.com so if that's required then you can't do that.
