Okay I've done this 2 other times with ease. Now I'm getting a message that says "you cannot transfer to that user"
The person has an account...I have the right email and have tried the username

Is the person an Admin of the blog you are trying to transfer to them?

Not sure what you mean? I've followed the instructions on the link. I created the blog and I'm wanting to do a simple transfer.

Have you added the username account you want to transfer the blog to as an official user of the blog, and designated them as an Admin? Then you can transfer the blogs to the other username account using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
How do I do that? I don't recall doing that before.
