Why do people I have banned for harassing and spamming me still have the ability to reblog my posts onto their own blogs. It is disgusting that banning them does not stop their ability to harass me and steal my content. This is another form of harassment and content theft, made all the more easier by your reblog feature.
Any ways to stop them - other than switching to google blogger?

This serious flaw you're talking about appears to be nothing more than Freedom of Speech.
If you're concerned about theft, lay a DMCA on them. If you don't like what people are saying about you, don't read their blogs. If they are committing libel, sue them.

It is not a case of me going to their blog. I am not reading their blogs, they are banned from commenting, so they reblog my posts onto their blog, which means everything they say is coming through. And apparently wordpress has nothing I can do to stop them.
Why does the reblog feature not stop people who have been banned from reblogging.
It is targetting and that is harassment. He admits he does it from pleasure, that is stalking.

Then contact your police department. If you feel he's taking too much of your content, beyond "fair use" then lay a DMCA on him. Lay as many as you want, one for each infraction.
I could as easily reblog to Tumblr as I can to WordPress.com (easier, I have the Reblog To Tumblr built into my browser). It's not WordPress that is making the infraction.
