Yes Staff can create a zone record. It does not matter what the name of the blog is. Please post the .wordpress.com blog URL here so Staff know which blog it is that you are referring to.
My current blog is http://www.socialmediaempresarial.wordpress.com and I wanna change for http://www.sociamediasa.com.br

@adamestevesdebiasi There is a zone record set for your domain name so if you've registered it you can now map it to any of your sites by following these steps.
